Deputy Director - Human Resources

The City of Topeka is seeking a dynamic and results-driven individual to serve as its Deputy Director of Human Resources. This position reports to the Human Resources Director and provides broad strategic and operational support, overseeing functions such as policy development, budget management and project management. The position directly oversees key HR functions including Human Resources Information Systems (HRIS) and recruitment and provides leadership and guidance relating to personnel actions, employee relations, performance management and compensation.

What you’ll do:

  • Assist the Director of Human Resources with the management, development and implementation of departmental goals, objectives, policies and priorities.
  • Participate in collective bargaining and labor negotiations.
  • Assist with the preparation and management of the departmental budget.
  • Manage and provide oversight over the City’s performance review process and employee personnel records system.
  • Act for and in place of the Director of Human Resources in their absence, including attending required Governing Body and committee meetings.

Minimum qualifications:

  • Bachelor’s degree from an accredited college or university in human resources, business administration, or a related field is required with a minimum of five years of human resources or management experience and up to two years of supervisory experience. OR
  • A high school diploma or its equivalent is required with a minimum of nine years of human resources or management experience and up to two years of supervisory experience.
  • SHRM-CP or SHRM-SCP is highly preferred.

Entry Annual Salary: $110,000 - $124,000, depending on qualifications
